I am writing to provide you with an updated street resurfacing schedule and some additional information about street resurfacing.
As I indicated in yesterday’s email, 66 blocks (8 1/4 miles) of commercial and residential streets will be resurfaced in Rogers Park by the end of this construction season. A significant number of this year’s projects are completed, but many more blocks remain to be done.
A number of residents have asked me why construction crews start the work, but then leave it for days or even weeks at a time. This is because street resurfacing is performed in several stages and different work crews perform each stage. First, construction crews mill the street surface removing the old asphalt layer and adjusting the sewer covers and other utility structures. Second, a topcoat binder adhesive is applied. Finally, the street is repaved.
The entire process can take as long as four to six weeks to complete, though the 49th Ward crews have been completing the resurfacing in a much shorter period of time.
The Chicago Department of Transportation (CDOT) is responsible for notifying vehicle owners of impending City work by posting orange CDOT “No Parking” signs on trees and light poles. Similarly,Peoples Gas is responsible for notifying vehicle owners work performed by its workers by posting white “No Parking signs.”
My office and I have been informed that on many occasions the signs have not been posted in a timely manner. This is intolerable and inexcusable. My staff and I have been working with CDOT and Peoples Gas to make sure this does not occur with the remaining projects.
Equally intolerable are the posting of parking restriction signs when no work is being performed or when the work has been completed. Again, we are working with CDOT and Peoples Gas to make sure that the signs are posted only when necessary. Finally, I indicated in yesterday’s email that Peoples Gas has agreed to resurface a number of blocks of streets at their cost, rather than the City’s. Some have noted that utilities are mandated by Illinois law to restore streets they tear up and have asked whether the utilities were required to resurface the streets anyway.
The law requires utilities to completely restore only that which they disturb. In most instances in our ward, the installation of the new gas mains necessitated opening up only the portion of the street that was closest to the curb line–about 16 feet. Accordingly, Peoples Gas is legally obligated to restore and resurface only those 16 feet. The utility is under no legal obligation to resurface the entire street curb to curb.
Because of the incredible disruption and inconvenience the utility work caused my constituents, the City’s Department of Transportation and I were able to prevail upon Peoples Gas to go above and beyond the legal mandate and resurface a number of streets curb to curb, including the mile and a half of Clark Street the runs through Rogers Park.
Below is the list of blocks on tap for resurfacing by the end of this year and their current status. Please keep in mind that weather and/or equipment failures could alter the schedule significantly. I will let you know about any major changes if they arise.
